Building Healthy Community Housing in Prince Albert
HP+™ Wall System – XR Series helps deliver efficient, affordable units
The Prince Albert (PA) Community Housing Society Inc. provides subsidized, affordable, and transitional rental units for the Métis community. For a new 14-unit, one-bedroom housing project—built on a 1:500 flood plain—the team needed an approach that supported performance, constructability, and budget.

The Goal
From the outset, the project team evaluated design and structural needs alongside practical requirements: the building had to be easy to construct, stay within required timelines, and remain economical—while supporting a healthier, more comfortable living environment.
As the construction manager described, the goal was to “build the healthiest units these people ever lived in,” helping remove sub-standard housing from the equation so residents could focus on other priorities.
The Solution
HP+™ Wall System – XR Series was selected as a system approach to building envelope performance. The XR wall system used on this project combined:
- NEOPOR™ graphite-enhanced exterior rigid insulation for continuous insulation
- WALLTITE™ spray foam insulation within the wall cavity to provide additional insulation and serve as the air/vapour barrier
- MASTERSEAL™ NP1 sealant to help manage moisture entry and seal wall transitions
How it works:
Continuous exterior insulation helps reduce thermal bridging, while cavity-applied spray foam supports a tighter envelope and continuity at common leakage paths—contributing to comfort and efficiency in a cold-climate context.
Performance Outcome
For this XR wall system configuration, the project achieved RSI 5.45 (R-30.9).
While based on typical 2x4 wood framing, the XR assembly approach includes differences from standard practice that improve overall building envelope performance—particularly around continuity and thermal bridging control.

Why It Matters in Saskatchewan
In 2019, Saskatchewan adopted Section 9.36 of the Building Code, increasing focus on energy efficiency and the importance of the building envelope. The project team emphasized a “whole building as a system” approach—aligning envelope performance with long-term comfort, durability, and operating cost outcomes.
Long-Term Value for Housing Providers
Looking beyond construction, a tighter building envelope can help reduce the chance of mold and moisture in wall assemblies. Improved efficiency can also support lower utility bills and reduced operating costs—an important factor for affordable housing providers—while improving comfort for occupants.
